VSIP repayment and return-to-work records

A Voluntary Separation Incentive Payment is an agency buyout offer with its own authority, eligibility and conditions. It is separate from VERA, pension eligibility and the final retirement annuity.

Read the actual written offer. Do not assume every program pays the same amount or that an advertised maximum equals the cash you will receive after withholding.

Preserve the offer and payment record

Item What to record
Authority and offer Program reference, covered position and response deadline
Separation agreement Required date, conditions and any repayment language
Payment calculation Gross offer, withholding and net payment
Payment date Date used for later repayment-period questions
Future employment review Proposed employer, paid work and applicable restriction
Agency determination Written repayment or waiver decision, if any

OPM describes repayment conditions when a recipient accepts covered paid work for the federal government within five years of the separation on which the payment was based. The actual work arrangement and governing authority matter. Ask before accepting a position or contract; a change in job title alone does not settle whether repayment applies.

Separate three decisions

First, determine whether you can and want to separate under the actual offer. Second, obtain the pension and insurance review for that separation. Third, assess the buyout payment and future-work conditions.

A payment does not create retirement eligibility. A VERA opportunity does not automatically create a VSIP entitlement. A salary-offset waiver for a reemployed annuitant also does not automatically waive VSIP repayment.

If returning to federal work is a possibility, use the existing return-to-work guide for appointment, payroll and insurance coordination. Keep the VSIP repayment question as a distinct written determination.

Questions before relying on the payment

Retain the agreement and payment notice with your private records. A federal benefits review can organize related questions, but only the responsible agency can confirm the particular offer and repayment treatment.
