Federal air traffic controller retirement requires a review of certified controller service, retirement system and the particular separation rules. General federal service is not automatically controller service, and another special occupation's formula may not apply.
Ask the employing agency for the position coverage history before relying on an age-and-service summary. Appointment changes, transfers and breaks can affect the analysis.
Reconcile the controller record
| Record | Detail to verify |
|---|---|
| Covered-position determination | Which positions qualify under the applicable controller provisions? |
| Personnel and payroll actions | Coverage, deductions and effective dates |
| Certified service statement | Controller service separated from other federal service |
| Retirement system history | CSRS, FERS or mixed coverage requiring separate treatment |
| Eligibility and separation notice | Applicable voluntary or mandatory provisions and any exception |
| Agency annuity estimate | Computation method and treatment of other credited service |
An estimate should explain both why the proposed retirement date qualifies and how the amount was calculated. Those are separate determinations.
Avoid borrowing a rule from another category
OPM's CSRS eligibility material includes an any-age, 25-year provision specifically for qualifying air traffic controller service. That statement should not be exported to every CSRS special-category occupation.
It also does not establish your individual eligibility from a job title. Ask the agency to certify the qualifying service and apply the correct retirement system. FERS computation has its own controller provisions; a general FERS illustration cannot reproduce a special-category award.
Mandatory separation and exceptions require their own current written review. A voluntary-retirement estimate does not, by itself, decide whether continued employment is permitted.
Questions for HR and the retirement specialist
- Which dates are certified controller service?
- Are any appointments or breaks disputed?
- Which eligibility provision supports the proposed date?
- How are other civilian or military periods treated?
- What controller computation and adjustments are in the estimate?
- Is a mandatory separation or exception decision still needed?
Both the CSRS calculator and FERS calculator hold this category. Use the service-date crosswalk to organize conflicting records, then obtain a dated agency estimate before choosing a retirement date.
