A Voluntary Early Retirement Authority can permit an agency to offer retirement under authorized early-retirement conditions. A general description of VERA is not evidence that your agency, position or intended separation date is covered.
Begin with the actual written offer and authority. VERA and a Voluntary Separation Incentive Payment are separate programs: an early-retirement opportunity does not automatically include a buyout.
Check the authority before the pension estimate
| Document | Detail to verify |
|---|---|
| Agency announcement | Issuing office and current program reference |
| Authorization | Covered organization, positions and effective window |
| Individual eligibility review | Retirement system, age, service and other applicable conditions |
| Proposed separation date | Whether the date falls within the actual offer |
| Written estimate | Early-retirement adjustments and assumptions |
| Insurance review | Separate health and life insurance continuation determinations |
OPM describes general VERA authority and agency responsibilities; some agencies operate under specific authorities. Ask which authority applies to the offer in hand. Another agency's announcement or an expired window cannot establish your eligibility.

CSRS and FERS early-retirement treatment differs. Ask the benefits office to identify any age reduction, supplement treatment and benefit commencement rules that apply to your actual coverage. Do not infer a result from the unreduced general formula.
Insurance continuation also needs a separate determination. An early-retirement offer is not a blanket waiver of health or life insurance requirements. Request written answers before relying on continued coverage or a specific deduction amount.
Both general pension calculators on this site hold early-retirement cases. A result from ordinary unreduced service is not a VERA estimate.
Questions before accepting an offer
- Is my position within the current authorization?
- Which age, service and separation requirements apply?
- What date must the agency receive my election?
- Which reduction or supplement assumptions are in the estimate?
- Have health and life insurance continuation been confirmed?
- Is a separate VSIP offer involved, and what are its terms?
Read the VSIP repayment guide if a payment is offered. Use the application handoff checklist to track the actual agency process. This checklist does not establish that a VERA window is currently open or choose a separation date.
