Special retirement coverage for federal law enforcement officers and firefighters depends on the covered position and certified service. A job title, occupational series or dangerous assignment alone does not establish enhanced retirement rights.
Start with a written coverage determination for each position. CSRS and FERS have different eligibility and computation provisions. Mixed service and transfers need their own review rather than a single enhanced percentage applied to an entire career.
Build a covered-position history
| Record | Question for the agency |
|---|---|
| Position description and coverage decision | Was this position approved for special retirement coverage? |
| Personnel actions | What were the effective dates and retirement deductions? |
| Primary and secondary service | Which periods satisfy the applicable coverage conditions? |
| Breaks and transfers | Did a move affect continuity or coverage? |
| Agency estimate | Which years receive enhanced computation treatment? |
| Separation review | Which voluntary or mandatory rules apply to this individual? |
Ask the benefits office to reconcile the position history with payroll deductions. A higher deduction can be evidence to investigate, but a deduction field by itself is not a complete adjudication of covered service.
Keep system-specific rules separate
Do not copy an air traffic controller provision into a firefighter or law enforcement case. OPM's CSRS eligibility material includes controller-specific treatment that should not be generalized to every special category.
Likewise, FERS enhanced computation does not mean every year automatically receives the special rate. Ask which service is certified, which rate applies to each segment and what ordinary service remains.
Mandatory separation, exceptions and continued employment are separate questions from whether an annuity can begin. Request the applicable written determination; do not treat a calculator's service total as permission to continue working or retire.
Questions before relying on a date or amount
- Which positions have formal special-coverage approval?
- Are primary and secondary periods correctly classified?
- Which retirement system governs each period?
- What service meets the particular eligibility requirement?
- How is the computation divided between enhanced and other service?
- Is a mandatory separation or exception decision outstanding?
The general FERS calculator and CSRS calculator hold special-category cases. Use an agency estimate instead. Keep the certified history with the retirement application handoff so HR, payroll and OPM receive consistent records.
