A federal retirement application passes through employee, agency HR, payroll and OPM responsibilities. Completing an employee form or online submission does not establish that the package is complete or the annuity approved.
Use the employing agency's current instructions. OPM's Online Retirement Application process involves agency initiation and an official account workflow; do not assume every employee, agency or retirement case follows an identical route.
Track the handoffs explicitly
| Stage | Confirmation to retain |
|---|---|
| Employee preparation | Correct process, planned date and required records |
| Agency HR review | Coverage, service, elections and missing-item checks |
| Payroll processing | Certified pay/service records and transmission status |
| OPM receipt | Official acknowledgment and case reference, when issued |
| Interim processing | Payment notice and outstanding information |
| Final adjudication | Award, deductions and any reconciliation |
Record the responsible office, date sent and acknowledgment for each handoff. A checklist item marked submitted should not silently become received, complete or approved.
Prepare the underlying decisions first
Review service credit, coverage corrections and agency estimates before relying on the final package. Survivor elections, insurance continuation and any required consents need their own accurate records and official instructions.
Ask which documents are required for your actual case. Do not upload identity documents, orders, beneficiary information, financial records or account credentials to this website. Use only the authenticated official route supplied by your agency.
If HR initiates an ORA invitation, verify the official instructions and account access independently. A third-party planning site cannot create the agency's invitation or certify an application has reached OPM.
Keep status language precise
Employee completion, agency certification, payroll transmission, OPM receipt, interim payments and final approval are different states. Preserve the evidence for each one and ask the responsible office about an unexplained gap.
Processing averages are not individual deadlines. If the planned separation date changes, ask HR which parts of the package or estimate must be refreshed.
Questions before the final handoff
- Which current agency process applies to this case?
- Is an ORA invitation required, and who initiates it?
- Which records or consents remain outstanding?
- Who certifies pay and credited service?
- How will transmission and receipt be acknowledged?
- Who handles later corrections or missing-item requests?
Use the interim-pay reconciliation after payment begins. Keep a private copy of your status timeline and the official confirmations; this educational checklist does not submit an application or approve a benefit.
