A retirement coverage error can affect deductions, service records and the eventual annuity. FERCCA provides a correction framework for certain federal retirement coverage errors, but not every error gives an employee an unrestricted choice of retirement systems.
Start with the agency's written identification of the error. A colleague's coverage code or a different pension estimate is a reason to ask questions, not a formal FERCCA determination.
Create a correction timeline
| Record | What to establish |
|---|---|
| Appointment and transfer actions | Coverage recorded at each effective date |
| Payroll deductions | What was withheld and under which system |
| Error notice | Period identified, proposed correction and responsible office |
| Agency decision | Whether FERCCA applies and whether an election is available |
| Election package | Options, comparative information and response deadline |
| Final confirmation | Corrected records, deductions and estimate assumptions |
OPM's guidance expressly addresses employees with coverage errors who do not receive a choice under FERCCA. Ask which rule applies to the specific error before assuming that choosing CSRS, CSRS Offset or FERS is available.
Separate the decision from the record updates
If an election is offered, request the official comparison and explanation of consequences. Keep the notice, signed election and receipt together. A general pension calculator cannot evaluate all coverage, Social Security, deduction and survivor consequences.
If an election is not offered, ask for the written basis and the available correction or review process. Do not substitute an online estimate for the formal response or miss a deadline while waiting for informal advice.
After the decision, ask who updates the personnel system, payroll history and service certification. A corrected current deduction does not prove every historical period has been reconciled.
Questions before accepting a corrected estimate
- What exact coverage error and period were identified?
- Does FERCCA apply, and what formal determination supports that?
- Is an election available or is correction prescribed?
- What is the actual response deadline and review route?
- Are historical deductions and service records reconciled?
- Does the updated estimate use the final corrected coverage?
Use the high-3 record check and service-date crosswalk to identify supporting discrepancies. Keep unresolved coverage outside the general pension calculators until the responsible agency confirms the record.
