A CSRS survivor election affects the retiree's annuity and a possible future survivor payment. Review the proposed election, its calculation base and the applicable consent requirements together. A monthly cost shown without its underlying base is difficult to compare with another estimate.
Keep the survivor election separate from beneficiary designations and household insurance decisions. Ask the agency which documents establish each right and which signatures or consents are required.
Check the selected base and the calculation
OPM describes the CSRS reduction using 2.5% of the first $3,600 of the chosen survivor-annuity base, plus 10% of the amount above that level. FERS uses a different cost structure. A FERS example should not be substituted for a CSRS election.
Ask for an estimate showing the chosen base, the reduction to the retiree's annuity and the resulting survivor amount. Confirm whether the quoted figures are annual or monthly and whether they precede taxes and other deductions.
| Decision record | What should be explicit |
|---|---|
| Retirement coverage | CSRS, Offset or another applicable system |
| Proposed election | Person covered and selected benefit basis |
| Cost illustration | Calculation base and recurring reduction |
| Required consent | Responsible person, form and completion status |
| Other obligations | Any applicable former-spouse or court-order review |
Review the family consequences separately
Ask how the election interacts with the family's health-insurance continuation requirements. Eligibility for a pension survivor benefit and eligibility for health coverage involve their own conditions. A larger projected pension payment during the retiree's lifetime does not answer what coverage a survivor could keep.
Identify any prior marriage, applicable order or existing election that the agency needs to review. A personal preference or an informal agreement does not establish that an election is available.
If life insurance is part of the household discussion, compare it on its own contract terms: premiums, ownership, beneficiaries, duration and claims conditions. Avoid treating an illustration as proof that one arrangement replaces another.
Prepare the questions before signing
- What exact base produced the reduction in this estimate?
- What would the eligible survivor receive under the proposed election?
- Which consent or supporting documents remain incomplete?
- How do existing orders or prior elections affect the available choices?
- Which health-coverage requirements must the family verify?
- What deadline and effective date apply to the agency's process?
Retain the final election documents and the agency's confirmation securely. Ask how corrections are handled if the recorded choice differs from the documents submitted.
