CSRS Offset combines retirement coverage questions that involve both OPM and Social Security. Reviewing the notices together helps explain which organization calculated an amount and why a later payment changed. Keep the pension calculation and the Social Security determination as separate records.
This topic needs current sources. Older retirement articles can describe Social Security reductions that no longer apply to current benefit months.
Identify the provision in the notice
SSA's current pension-offset guidance describes a CSRS annuity adjustment based on information SSA supplies to OPM about covered federal earnings. That is distinct from the Windfall Elimination Provision and Government Pension Offset.
The Social Security Fairness Act ended WEP and GPO for benefits payable for January 2024 and later. Earlier benefit months can still require historical review. The repeal does not turn every other pension adjustment into WEP or GPO, and it does not establish an individual's Social Security entitlement.
Write the exact provision named in a notice rather than recording only the word “offset.”
| Record | What to retain | Who can clarify it |
|---|---|---|
| Coverage history | Periods identified as CSRS Offset | Employing agency |
| Pension notice | Effective date and stated adjustment | OPM |
| SSA determination | Benefit type and earnings used | SSA |
| Payment history | Dates and amounts actually received | Paying organization |
Compare dates as well as amounts
An agency estimate, an SSA estimate and an award notice can describe different dates or assumptions. Record the period each document covers. Ask whether an estimate includes future earnings, a proposed claiming date or an adjustment that has not yet been finalized.
Prepare a short timeline with the retirement date, each notice date and each stated effective date. Keep later corrections beside their originals so the explanation remains traceable.
Do not assume two projected checks will start together or that their combined value will match an older illustration. Obtain written explanations for the actual case.
Questions worth resolving
- Which periods were covered by CSRS Offset?
- Which pension adjustment does OPM say applies, and when?
- Which Social Security benefit and covered earnings were considered?
- Does a notice concern current months or months before January 2024?
- Who should correct a disagreement in the underlying records?
- What further application or response does each agency require?
Keep names, claim numbers and earnings records in the appropriate secure agency process. This guide does not need those documents.
The CSRS formula worksheet holds Offset cases because a general-formula illustration cannot resolve these adjustments. Explore CSRS decision topics and use the federal benefits review overview to organize the separate questions.
