CSRS maximum annuity and sick leave

The CSRS maximum-benefit discussion needs two separate lines: the benefit produced by basic service and any additional credit for unused sick leave. Combining the two too early can make an estimate appear inconsistent when its parts simply have different treatment.

OPM describes an 80% high-3 limit for the basic CSRS benefit, with unused sick-leave credit in addition. Have the agency explain how the limit applies to the actual service history and how the complete annuity was assembled.

Keep service and leave evidence distinct

Begin with the agency's credited service total before unused sick leave is added. Preserve the underlying dates and any service-credit decisions that support that total.

Keep the certified leave balance and its conversion record separately. A leave balance on a pay statement is useful evidence to discuss; it is not an independent retirement award.

Component Record to reconcile Avoid assuming
Basic service Agency service computation Every calendar period is creditable
Formula limit Written CSRS estimate The displayed rate explains all components
Unused sick leave Certified balance and conversion Leave establishes retirement eligibility
Other adjustments Deposit and election records A capped service figure settles deductions

Ask for the calculation in stages

Request a version of the estimate that identifies the amount before leave credit, the treatment of unused sick leave and any later adjustments. This helps separate a formula issue from a missing record or a difference in payment rounding.

Check whether the service total already includes converted leave. Adding it a second time would distort a comparison. Likewise, applying a basic-service ceiling to a combined figure without understanding the agency's method can hide a component that needs separate treatment.

A general worksheet can illustrate the service bands and their basic-service limit. It cannot certify the leave balance, determine what periods qualify or calculate every part of a long-service case.

Resolve changes before comparing take-home amounts

Record the estimate date and retirement date alongside the figures. Retain explanations when the agency replaces an earlier estimate so a later reviewer can follow the change.

Use the CSRS formula worksheet only for its stated basic-service illustration. Review high-3 pay records and bring unresolved components to the appropriate agency benefits office through the federal review checklist.
