A military absence from federal civilian employment raises several separate questions: reemployment rights, retirement coverage during the absence, creditable service and the deposit calculation. A qualifying USERRA return should be reviewed using the actual employment and military records.
Do not treat every military absence as automatically creditable or apply a flat five-year rule without considering applicable statutory exceptions. Ask the employing agency to determine the conditions that govern the specific absence and return.
Assemble an absence-and-return timeline
| Event | Record to retain |
|---|---|
| Civilian departure | Personnel action, coverage and pay rate before the absence |
| Military duty | Orders, amendments and certified service dates |
| Release from duty | Separation or release documentation |
| Civilian return | Reemployment action, effective date and work schedule |
| Deposit review | Agency calculation, instructions, interest dates and receipts |
An earnings statement alone may not establish the qualifying service period. Orders can also be amended. Give the agency a complete timeline through its approved private process and ask which record controls any inconsistent date.
Separate eligibility from the payment process
The agency must first determine the applicable service-credit treatment. It can then explain the required deposit calculation and payroll handling. Do not substitute a generic military buyback percentage for the agency's USERRA review.
DFAS provides military service deposit processing information, but the employing agency's role remains important. Confirm which office certifies earnings, calculates the amount, receives payment and verifies that the credited service record has been updated.
A deposit receipt does not resolve every coverage or retired-pay issue. If military retired pay is involved, request a separate review of the retired-pay waiver and exceptions.
Questions before accepting the retirement estimate
- Which absence and reemployment conditions has the agency confirmed?
- Are amended orders or missing release records needed?
- Does an exception affect a service-duration question?
- What calculation and interest treatment apply to this deposit?
- Which periods are included for eligibility and computation?
- Who provides the final written credit confirmation?
Keep unresolved periods out of a general pension illustration. Use the service-date crosswalk to track changes to leave and retirement records separately. This checklist does not determine USERRA rights, direct a payment or replace the agency's formal decision.
