A refund of federal retirement contributions can leave a service period with different treatment for retirement eligibility and the amount of the pension. Returning to federal employment does not, by itself, establish that a withdrawn balance has been repaid.
A FERS redeposit review starts with the actual refund and coverage history. OPM's rules distinguish eligibility credit from computation credit and include conditions that depend on that history. Ask the agency to apply the rule to the certified period instead of assuming that all refunded years have disappeared or that all years already count in the benefit.
Reconcile the refund trail
| Record | Detail to confirm |
|---|---|
| Separation and reappointment actions | Dates, retirement coverage and breaks |
| Refund notice | Service periods, payment date and amount withdrawn |
| Current agency estimate | Which refunded periods are included and for what purpose |
| Redeposit bill | Principal, interest and calculation date |
| Payment confirmation | Amount received and service record updated |
A military service deposit and a civilian redeposit solve different record issues. Keep their bills and receipts separate. If your history includes CSRS, CSRS Offset or a transfer to FERS, flag it before accepting a general FERS answer.
Compare written estimates rather than guessing a return
Request an estimate that clearly identifies the unpaid refunded period and the agency's treatment if the required redeposit is completed. Keep survivor elections, high-3 assumptions and retirement dates consistent when comparing the two versions.
A difference in projected pension is not a guaranteed investment return. Timing, interest, taxes, survivor treatment and the final adjudication can affect the decision. This guide does not select a payment or claim that a redeposit is always worthwhile.
Retain proof of each payment and ask who confirms the account balance. A bank debit alone does not establish that the correct service period has been credited.
Questions to resolve before retirement
- Does the agency have the original refund record?
- Which coverage and reemployment rules apply to this history?
- Does the unpaid period count for eligibility, computation or both?
- Is the bill current, and how does interest change?
- Is the estimate conditional on a payment still outstanding?
- Which office will supply the final credit confirmation?
If retirement deductions were never taken, start instead with the civilian deposit guide. Keep unresolved refunds out of a general FERS calculator illustration until the agency confirms the credited service you may use.
