Keeping Federal Employees Health Benefits coverage in retirement requires a review of both the coverage record and the retirement category. A pension estimate or a long history of federal employment does not, by itself, confirm that health coverage can continue.
This worksheet helps prepare that review with the employing office and OPM. It complements the federal retirement checklist and deferred versus postponed FERS retirement. It does not determine an individual's eligibility or approve a retirement date.
Check the conditions together
OPM's retirement guidance describes continuation for an employee retiring on an immediate annuity in a qualifying retirement system who meets the applicable coverage-history condition. That condition is generally the five years of service immediately before retirement, or all service since the first opportunity to enroll if less than five years. Current enrollment at retirement also matters.
Coverage as an eligible family member can be relevant to the history, and changing among FEHB plans is different from a gap in coverage. Have the employing office reconcile the actual record rather than assuming the five-year rule requires the same carrier or a separate individual enrollment throughout the entire period.
Other coverage, breaks in service or unusual employment circumstances may need a specific official interpretation. Ask what counts, which records support it and which office will make the determination. A general statement that another plan was good insurance does not establish that it satisfies an FEHB condition.
Build a coverage timeline
| Timeline item | Evidence to reconcile privately |
|---|---|
| First opportunity | The date and employment status used to identify the applicable starting point. |
| Enrollment periods | The beginning and ending dates shown in official enrollment records. |
| Family-member coverage | The periods and records that establish qualifying coverage through another enrollee. |
| Breaks or other coverage | What happened, which rule may apply and the office's explanation. |
| Retirement and annuity dates | The actual retirement category, separation date and annuity commencement. |
| Current enrollment | The enrollment and covered family members in effect for the relevant date. |
Keep the supporting personnel, enrollment and family records in the official process. A general website inquiry can describe the missing period without receiving identifying documents.
Separate immediate, postponed and deferred retirement
FERS deferred and postponed retirement are different categories. Eligibility to receive a pension later should not be treated as confirmation that FEHB will resume in the same way for both.
OPM describes an eligible MRA plus 10 employee who postpones the annuity as having a period before payments begin in which health coverage needs separate handling. When the annuity begins, FEHB enrollment can again be available if the person is otherwise eligible to continue coverage. The applicable continuation conditions still need to have been met.
A deferred annuity generally does not carry the same FEHB continuation entitlement. Ask the agency to identify the category in writing before using the word deferred as an informal synonym for postponing a payment. That distinction can affect a household's coverage planning.
What covers a period before the annuity starts?
OPM's MRA plus 10 guidance describes temporary continuation of coverage for an applicable period, with the enrollee paying the stated full premium and administrative charge. That is a separate temporary arrangement, not a conclusion that every later annuity will support retiree FEHB.
Use the temporary-continuation checklist to identify notices, elections, cost and dates. Compare the actual coverage period with the expected annuity start so that one assumed date does not hide an uninsured interval.
Do not rely on an old waiver announcement
OPM may discuss exceptional or time-limited waiver provisions in its materials. Confirm the actual authority, conditions and effective period before treating a historical announcement as an available exception. This worksheet makes no promise that a waiver will be granted.
If an official explanation conflicts with a retirement seminar, older article or remembered conversation, ask the responsible office to resolve the specific record and rule. Keep the written explanation with the timeline.
Leave with an answer and a next action
Record which conditions are confirmed, what remains open, who will supply the missing record and when the review should be repeated. Include the effect on a spouse or other covered family member where relevant. The spouse and survivor checklist addresses that separate continuation question.
The useful outcome is an official coverage-history and retirement-category explanation. It is different from a sales discussion or a general assurance that federal health insurance always continues automatically.
