Federal annuity 1099-R record check

Your annuity bank deposit, gross pension, tax withholding and taxable income are different figures. A federal annuity tax-record check starts by matching the payer and tax year before comparing any amounts. Keep an amended or corrected statement distinguishable from the original.

What should you identify first?

OPM's tax FAQ explains access to annual 1099-R statements and how to request corrections. It also explains that an “Unknown” taxable amount can mean OPM did not calculate the tax-free portion. It does not mean the entire payment is tax-free, nor does it establish that the entire payment must be taxable.

IRS Publication 721 addresses civil-service retirement benefits, including cost recovery and the effect of an annuity's starting date. The publication available during this research is for 2025. Use the edition and instructions for the tax year you are actually filing, together with qualified tax advice when needed.

Reconcile documents before calculating

Record What to match What to ask about
CSA or CSF 1099-R Payer, recipient and tax year Is this the expected annuity statement?
Original and corrected forms Version and changed fields Which statement should the preparer use?
Annuity statement Starting date and contribution information Does the tax worksheet use the same records?
Prior cost-recovery worksheet Amount previously recovered Has the history been carried forward correctly?
Withholding record Amount actually withheld Is this separate from the final tax calculation?
Other retirement statements Each payer and account Have unrelated distributions been kept separate?

Keep personal identifiers off a general-purpose comparison sheet. A short description of the record and its secure location is usually enough for organizing questions; the actual statement belongs with your tax preparer or the authorized office.

Handle an unexplained difference methodically

First check whether two documents refer to the same year and payer. Next identify the field that differs. Then distinguish a missing document from a disputed amount or a tax-treatment question. Those issues may require different responses.

For example, a corrected recipient field is different from a question about how prior contributions are recovered. Ask OPM about the statement it issued, and ask the tax professional about the treatment on the return. Record what each office confirmed without treating one answer as a substitute for the other.

Use the COLA notice review for a gross-to-net annuity change and the lump-sum credit guide when a payment is a refund rather than a recurring annuity. This page does not complete a tax return, calculate an exclusion or recommend a withholding election.

Why annual deposits and a tax statement can differ

Consider a deliberately simplified payment example: $4,000 gross per month, less $400 withholding, $250 premiums and $50 other deductions, produces a $3,300 deposit. Across twelve identical months that is $48,000 gross and $39,600 deposited. The $8,400 difference consists of the entered deductions; it does not establish the taxable portion of the annuity.

Actual records may include adjustments or months that differ. Reconcile those periods individually before building an annual summary. The payment worksheet can check the subtraction, but it does not prepare Form 1099-R or apply a tax exclusion.

Does withholding show what I owe in tax?

Withholding is an amount withheld, not a final tax calculation. Keep it separate from gross distributions and taxable income. Your return can involve other income, deductions, credits and applicable rules that this record check does not evaluate.

What does an “Unknown” taxable amount require?

Identify the records needed to determine the taxable and tax-free portions under the applicable rules. OPM's explanation does not turn “Unknown” into zero or into a conclusion that every dollar is taxable. Keep the annuity starting date and prior cost-recovery information available for the tax professional.

Should I discard an original after receiving a corrected form?

Retain a distinguishable history and identify the current corrected statement for the preparer. Note which field changed and whether it affects a return already filed. Ask the preparer about any required response; this worksheet cannot decide whether an amendment is necessary.
