“Lump sum” can describe several very different payments at federal retirement or after a death. Before deciding what to request, identify the program, the kind of payment and the rights attached to it. A retirement contribution credit is not the same thing as a TSP balance or unused annual leave.
What is a retirement lump-sum credit?
OPM's refunds handbook describes the credit in terms of unrefunded retirement deductions, qualifying deposits or redeposits, and applicable interest. Payment depends on the circumstances; a remaining credit after death is not automatically payable while someone is eligible for a survivor annuity.
OPM's current former-employee guidance distinguishes a contribution refund from leaving contributions for a possible deferred benefit. It also describes a FERS redeposit provision for qualifying people covered on or after October 28, 2009. Do not rely on an older statement that every FERS refund can never be repaid. Ask which rule applies to the actual service and coverage history.
Identify the payment before comparing amounts
| Item described as a lump sum | First identification question | Record to request from the proper office |
|---|---|---|
| Retirement contribution refund | Which retirement system and service periods? | Refund explanation and effect on future benefits |
| Remaining retirement credit after death | Is there a current or future survivor-annuity entitlement? | OPM's benefit determination and required claim instructions |
| Annual-leave payment | Is this a payroll payment for unused leave? | Agency payroll calculation and payment explanation |
| TSP distribution | Is this money held in the TSP account? | TSP's own distribution and beneficiary information |
Do not combine the figures until you know what each represents. Keep gross amounts, deductions, estimated payment dates and unconfirmed items on separate lines. A total that mixes confirmed cash with a possible benefit is not an available balance.
Ask about consequences before a refund
OPM's refund FAQ warns that a refund can affect future retirement credit and annuity benefits. Request an explanation addressing eligibility credit, benefit computation, redeposit possibilities and any spouse or former-spouse requirements. A tax or rollover question should go to a qualified tax professional using the actual payment notice.
Write down the unanswered question and who will answer it. For example, “Does this estimate include the refunded service for eligibility, computation, both or neither?” is more precise than asking whether all service still counts.
Use the leave-payment guide for payroll distinctions and the survivor claim checklist after a death. No refund, transfer or beneficiary determination is made through this worksheet.
Three payments with one misleading label
An invented retirement checklist contains an annual-leave payment, a TSP distribution and an estimated refund of retirement deductions. All three are described casually as “lump sums.” The next action is to give each its own payer, payment type, status and covered period. Only then can the household distinguish confirmed money from a requested or estimated amount.
Add a separate column for any continuing benefit or service-credit question. A contribution-refund decision should not disappear inside the cash-flow total simply because the refund has a dollar figure. The agency's explanation of future retirement rights belongs beside that line.
Is a contribution balance the value of my monthly pension?
They describe different things. A contribution credit is not a ready-made valuation of every future annuity payment. Dividing one amount by an estimated monthly pension does not account for eligibility, survivor rights, adjustments or the tax treatment of the particular payment. This guide does not make that exchange calculation.
If I took a refund before, should I assume the service is lost forever?
Ask for the rule applicable to your actual coverage and service history. The current FERS former-employee guidance includes a qualifying redeposit provision, while an older source may state a broader prohibition. Preserve the original refund record and obtain a current, case-specific service explanation.
Can I include a possible payment in my retirement budget?
Keep an unconfirmed payment in a separate scenario. The cash-flow calendar should identify the month and amount as assumptions until the payer confirms them. A request, an estimate and a deposited payment are different statuses; none should silently replace the others.
