Unused sick and annual leave at retirement

Unused sick leave and annual leave are separate items in a federal retirement plan. Keep two lines in your worksheet: one for how the agency handles sick leave in the annuity calculation, and another for an annual-leave payment. Combining them into one expected cash balance can make a retirement budget misleading.

Is unused sick leave paid as a lump sum?

OPM describes unused sick leave as credit in an eligible employee's or survivor's annuity computation, rather than as part of the annual-leave lump-sum payment. Its FERS guidance distinguishes older retirement dates from separations on or after January 1, 2014, for which the full sick-leave balance is used toward the applicable annuity computation. Have your agency confirm the treatment of your actual retirement category and service record.

Do not assume that an estimated sick-leave conversion establishes your eligibility date. Ask the agency to show eligibility and the annuity calculation separately. A leave balance is not an agency retirement determination.

How is the annual-leave payment different?

OPM says employees separating from federal service receive a lump-sum payment for unused annual leave; that payment does not include sick leave. The current fact sheet warns that agency processing and leave-account audits can take several months. It also says the payment is not part of the final paycheck and identifies possible repayment and recrediting when someone returns to federal service during the lump-sum leave period.

Ask payroll for the process that applies to you rather than treating an expected payment as available cash on your last day.

Reconcile these records before making a budget

Record or question What to confirm with the responsible office
Current sick-leave balance Whether the balance is final and how the agency uses it in the estimate.
Current annual-leave balance Which hours the agency expects to include in a lump-sum calculation.
Retirement estimate Whether its leave assumptions match the final agency record.
Final leave and earnings statement How to retain your own copy and resolve a discrepancy.
Separation leave record How to obtain your SF-1150 through the agency.
Expected payment Who issues it, how to follow up and what timing remains uncertain.

Keep a buffer for an unresolved payment

Consider an employee whose retirement estimate includes projected leave through a future separation date. The projection may be useful for discussion, but the employee still needs final balances and payroll processing. Label the projected annual-leave payment as unconfirmed in a personal cash-flow plan until the agency supplies the relevant calculation and timing information.

Record questions privately; do not upload a leave statement, Social Security number or payroll account details through a general website inquiry. Your agency is the place to correct the official leave record.

Continue with the retirement health-benefit transition checklist and deferred versus postponed FERS retirement. These decisions need their own eligibility and timing checks.
