FERS, SSDI and private disability benefits

FERS disability retirement, Social Security Disability Insurance and private disability insurance are separate systems. Keep a separate application, evidence file and decision record for each. An approval, denial or pending status in one system does not supply the missing decision in another.

This worksheet adds a coordination record to the federal disability overview. It does not determine medical eligibility or calculate an individual's benefits.

Identify the three questions

OPM's FERS disability rules address federal service, the position and other statutory conditions. SSA separately considers disability and work history under its rules. A private insurer applies the actual contract. Do not collapse these into one generic definition of being unable to work.

OPM requires a Social Security disability application as part of FERS disability retirement. That is an application requirement, not a statement that SSA must approve the claim. Ask the responsible offices what proof of filing is needed and how to report later decisions.

Build a separate status log

System Application and evidence Decision record Payment question
FERS disability retirement OPM and agency requirements OPM determination and applicable dates Which computation and adjustments apply?
Social Security disability SSA application and required evidence SSA determination and effective dates What award, withholding or correction is recorded?
Private disability policy Contract-specific claim submission Insurer decision and policy provisions What offsets, limits and ongoing evidence apply?

Use statuses such as preparing, submitted, evidence requested, decided and under appeal. Keep a submission receipt distinct from an accepted benefit. Record which administrator needs to be notified when another system issues an award or correction.

Verify current application routes

The OPM page reviewed for this draft describes Online Retirement Application routes for current and former federal employees. Current employees should contact their agency human resources office; former employees have a separate route described by OPM. Confirm current instructions before relying on an older paper-only checklist.

Filing deadlines can matter even while other claims are pending. OPM describes a general one-year filing requirement after separation, with a narrowly defined exception. Obtain an individual review of the actual date and rule promptly; this guide does not grant an extension or decide whether an exception applies.

Reconcile awards and adjustments

Ask OPM and the private insurer how a Social Security award affects their respective calculations. Keep retroactive periods, notices and any repayment request separate. Do not assume that three gross estimates can simply be added together as spendable monthly income.

Use the offset and tax record worksheet to reconcile the payment layers. An ordinary FERS pension illustration is not proof of a disability computation, and a marketing percentage is not a claim determination.

Keep medical and employment evidence private

Ask each administrator which documents it requires and how to submit them securely. Do not assume that one office automatically shares every record with the others. Keep copies and receipts in a private index without placing diagnoses, personnel records or Social Security identifiers in a website inquiry.

If decisions appear inconsistent, identify the rule and evidence each system used before assuming an error. Ask the appropriate administrator or qualified professional for review. The next useful outcome is an accurate coordinated record with deadlines and unresolved questions visible, not a predicted approval.
