Leave approval, pay continuation and a disability insurance claim are different decisions. Put them on the same calendar while keeping the responsible office visible for each. A protected absence does not itself create an insurance payment, and a claim approval does not by itself authorize leave.
For an introduction to a planned absence, see time off for surgery or a new baby. This worksheet adds a record-by-record coordination process.
Identify the leave authority first
OPM's FMLA fact sheet addresses Title II, which covers most civilian federal employees, and explains that some rules deliberately differ from DOL's Title I rules. Ask the agency which authority applies to the actual employee. Do not import a private-employer eligibility shortcut into every federal workplace.
Ask separately about available paid leave and substitution for an unpaid FMLA absence. Record the agency's eligibility and approval response rather than assuming a leave balance, a diagnosis or an insurance policy establishes the answer.
Build a leave and cash calendar
| Period or event | Agency record | Insurance record | Unresolved question |
|---|---|---|---|
| Before absence | Leave balance and requested dates | Policy effective date and conditions | Which approvals are still pending? |
| Paid leave | Approved leave type and pay schedule | Any applicable other-income provision | Does the policy coordinate with paid leave? |
| Unpaid interval | Approved nonpay status and dates | Elimination period and claim status | Is any expected payment still uncertain? |
| Claim decision | Agency record remains separate | Accepted benefit and payment dates | Which dates or amounts changed? |
| Return to duty | Agency instructions and approved schedule | Total, partial or residual terms | What must be reported to each office? |
Keep dates from the same pay period together. A weekly insurance illustration and a biweekly payroll statement need separate units before comparison. Leave any unapproved payment out of the confirmed-income column.
Ask how benefits interact with paid leave
Review the policy's own treatment of salary continuation, sick leave and other benefits. Some arrangements require coordination or an application for another source. Do not assume every private policy pays on top of all agency pay, or that using leave automatically makes a claim ineligible.
Use the offset worksheet for the payment calculation questions and the waiting-period timeline for the separate clocks. Ask the administrator to identify the actual provisions supporting the answer.
Prepare for a change in the expected recovery period
Ask the agency what happens if the approved absence needs to be extended or the employee returns earlier. Ask the insurer what ongoing evidence or notice is required. Keep the two responses separate even when they involve similar medical documentation.
If a period of nonpay status affects another federal benefit, ask the relevant benefits office for that program's rule. A disability insurance answer does not settle FEHB or FEGLI continuation. Do not infer that an insurance deduction stopping establishes the status of every benefit.
Protect the record and confirm the decision
Send medical evidence and personnel documents through the appropriate secure agency or insurer process. Keep a private list of submission receipts, pending requests and responsible contacts. A website inquiry should not contain a leave file, diagnosis or payroll statement.
This calendar does not approve FMLA, prescribe leave use, assess recovery or promise disability payment. Its purpose is to make each confirmed decision and remaining dependency clear before the household relies on it.
