Starting a business after federal service introduces a second set of records beside your retirement benefits. Separate business receipts and expenses from household income, then identify which benefit programs need information about the work.
Build two cash-flow views
The business view records receipts, operating expenses, payment dates and unresolved tax items. The household view records the money actually available for personal spending. A client invoice is not the same as a paid invoice, and a gross receipt is not automatically the amount available to spend.
| Record | Business question | Retirement or household question |
|---|---|---|
| Work and payment dates | When was the work done and paid? | Which reporting period applies? |
| Receipts and expenses | What belongs to the business? | What net figure does the relevant program require? |
| Retirement distributions | Which payer issued the amount? | Is it separate from earnings from work? |
| Plan contribution | Which business plan and year? | What eligibility and limit rules apply? |
| Insurance | Which work or expense is covered? | Does existing coverage address the changed activity? |
Ask about the specific benefit
OPM's FERS annuity-supplement survey guidance addresses earnings, including net self-employment income. Describe the nature of the income when asking about reporting. A payment's appearance on a Form 1099 does not by itself answer whether it is earnings for a particular benefit rule. Other benefits may use different definitions or reporting periods.
Keep the program name, question, reporting deadline and agency response together. This guide does not determine an earnings reduction or classify a payment for your tax return.
Compare business retirement-plan questions separately
The IRS describes a one-participant 401(k) for an owner without employees, or an owner and spouse, subject to its rules. Hiring eligible employees changes the questions. Publication 560, available as a 2025 edition when checked, discusses SEP, SIMPLE and qualified-plan arrangements. Use instructions for the applicable year rather than copying an old contribution limit.
Before choosing a plan, ask how employee status, other plan participation, business structure and deadlines affect the choices. A list of plan names cannot establish the appropriate contribution or the right plan for you.
Review the existing self-employed disability and business-overhead questions if the work introduces a separate protection need. Keep business and benefit records local, and bring the specific unanswered items to the relevant agency, tax adviser or insurance professional.
An invoice, a receipt and spendable income are different entries
Suppose an invented business invoices $5,000, receives $3,000 during the month and pays $1,200 of recorded operating costs. That leaves $1,800 before unresolved taxes, reserves or other obligations in this simple cash example. It is not automatically the net self-employment income required by a benefit program or the amount safely available for household spending.
Keep the business calculation and the benefit-reporting definition separate. A cash-flow view explains timing; the relevant agency or tax rules determine which income measure applies to a particular reporting requirement.
Does receiving a Form 1099 settle the earnings question?
The form label alone does not identify every rule that applies. Describe the work, payment type and period when asking about reporting. OPM's annuity-supplement guidance specifically addresses net self-employment income; do not treat all 1099 amounts as excluded simply because some retirement distributions use a 1099 form.
Can I choose a business retirement plan from its name?
First identify employee status, other plan participation, the business arrangement and the relevant year. A one-participant 401(k), SEP or SIMPLE description is not an individual contribution calculation. Confirm current requirements and deadlines with the appropriate professional before adopting or funding a plan.
How should business income enter my retirement budget?
Use a clearly supported household amount and mark uncertain receipts separately. The cash-flow worksheet assumes the entered monthly amount repeats; irregular business income needs a more detailed monthly record. Do not turn an unpaid invoice into a confirmed recurring deposit.
