Before changing an OWCP or OPM payment, identify the exact benefit type and the effective dates each office is using. “Workers compensation” is not one uniform payment category. An election question can be different from a schedule-award question, even when both involve the same person.
Which benefits are being coordinated?
OPM's disability-benefit FAQ explains that receiving OWCP benefits can require suspension of OPM payments and that a change back requires coordination of the end and start dates. It warns of possible overpayments. It also identifies a schedule-award exception: an OWCP schedule award can be received with OPM retirement benefits.
The Department of Labor's FECA procedure manual separately identifies disability, schedule-award and death benefits when addressing dual-benefit questions. Have the responsible office confirm the category and applicable rule before treating two payments as compatible or incompatible.
Make a payment-coordination sheet
| Item | Record privately | Confirmation needed |
|---|---|---|
| OWCP benefit category | Exact description on the notice | Wage-loss, schedule award, death benefit or another category? |
| OPM benefit category | Retirement notice and payment status | What benefit is active, suspended or proposed? |
| Election instructions | Issuing office and dated instructions | Is an election required for these specific benefits? |
| Proposed transition | Last day for one benefit and first day for the other | Do both offices use the same dates? |
| Actual payments | Covered period as well as deposit date | Is there a gap, duplicate period or adjustment? |
| Insurance deductions | Office handling each deduction | Who confirms continuity and any billing change? |
Keep a proposed date separate from a confirmed effective date. A deposit arriving later does not, by itself, identify the period it pays for. Retain each office's explanation of the covered dates and any adjustment.
Resolve differences before assuming a payment is yours to keep
If notices or payment periods conflict, contact the issuing offices through their verified channels and describe the specific overlap. Ask which office must act and what written confirmation will follow. Keep the response and any repayment or adjustment notice together; do not overwrite the original payment history.
This worksheet does not compare benefits by guessing a future medical condition, duration or tax result. Those facts and the applicable rules need the appropriate agency and professional advice. A schedule-award exception does not establish that every pair of federal benefits may be received simultaneously.
For a separate OPM retirement decision, consult the reconsideration and appeal guide. An OWCP decision follows its own review instructions. Medical and claim records remain in authorized channels; this page neither processes an election nor determines disability or entitlement.
Compare the covered period, not just the deposit date
An invented bank record shows an OWCP deposit on one date and an OPM deposit several days later. Those dates alone do not establish whether the benefits cover the same period. Put the benefit description and covered dates from each notice beside the deposits, then ask the issuing offices to explain any apparent overlap.
Keep a proposed suspension or restart date separate from confirmation that the office processed it. If an adjustment appears, retain both the original payment history and the later explanation. This avoids treating a correction as though it had always been the original arrangement.
Can I receive a schedule award and an OPM annuity together?
OPM identifies a schedule-award exception, as described above. First confirm that the actual OWCP payment is a schedule award and which other benefit is involved. The exception does not make every compensation payment interchangeable or settle other program-specific questions.
Does a deposit mean I can safely spend the whole amount?
An unexplained duplicate or overlapping period calls for clarification. Ask the responsible offices what the payment represents and whether an adjustment is pending. This worksheet cannot determine an overpayment, calculate a repayment obligation or tell you which benefit to elect.
Where should I challenge a decision?
Identify the office and benefit named in that decision, then follow its review instructions. An OPM retirement decision and an OWCP determination do not automatically share a forum or deadline. A payment-coordination question also may differ from a challenge to the underlying determination.
Keep medical evidence, election papers and identifying claim records within the authorized process. A general contact form or public retirement calculator cannot complete this coordination.
